NATO Wants to Show Support for Ukraine, but Only So Much
  + stars: | 2024-04-04 | by ( Lara Jakes | ) www.nytimes.com   time to read: +1 min
When NATO’s leaders gather this summer to celebrate the 75th anniversary of their military alliance, the last thing they want to see is a resurgent Russian military marching across Ukraine because Europe was too weak to provide Kyiv with the support it needed. What Ukraine wants, ultimately, is a formal invitation to join NATO. NATO has no appetite for taking on a new member that, because of the alliance’s covenant of collective security, would draw it into the biggest land war in Europe since 1945. That has sent NATO searching for some middle ground, something short of membership but meaty enough to show that it is backing Ukraine “for the long haul,” as Jens Stoltenberg, the NATO secretary general, put it this week. What that will be has so far proven elusive, according to senior Western diplomats involved in the discussions.

The Vienna Philharmonic hasn’t had a chief conductor since 1933. But it has had favorite conductors. The violinist Daniel Froschauer, the Philharmonic’s chairman, has said that today, the ensemble not so secretly has two maestros at the top of its roster: Riccardo Muti and Franz Welser-Möst. It takes a lot to win over the affection of the Philharmonic, one of Europe’s finest ensembles, just as it takes a lot to join its ranks. These players — known for their lush sound, their brighter, higher tuning frequency and their distinctly Viennese articulation — can be haughty and stubborn; I have seen them outright defy a conductor in rehearsal.

Plan "anchor events" for your weekendAdvertisementVanderkam defined an anchor event as something you want to do during the weekend — any activity that's loosely planned ahead of time. She recommends thinking of the weekend in five chunks: Friday night, Saturday day, Saturday night, Sunday day, Sunday night. People can experiment with balancing responsibilities and free time, she said, since creating a fulfilling weekend is so individualized and requires work. Haselberger recommends that people ask themselves: What can you do on the weekend that is outside of something that you would normally do to make the weekend feel like it was a prolonged period of time?

At his winery in the eastern region of Khakheti, Piradashvili is boiling leftover grape juice from this year's harvest - on strings, together with flour and walnuts, to produce a signature delicacy: churchkhela. Throughout Georgia, the sticks of hard-boiled grape juice studded with walnuts hang from market stalls and shops. The funds available for deals are growing as investors including pension funds, sovereign wealth and insurance firms look for meaty returns hard to find in today's equity markets, especially in the beaten-down real estate sector. Opinion | Mike Pence’s Hell Is Ours Too

Mike Pence, God love him, did the latter, and that sealed his doom. But that’s not the only moral of Pence’s miserable polling and early exit from the contest for the Republican presidential nomination, which is, incredibly, even less appetizing for his departure. He did something else that was just as dissonant with the mood of his party — with the mood of America, really. An exchange involving Pence and Vivek Ramaswamy in the Republican presidential debate last August in Milwaukee foreshadowed that. Pence took aim at his much younger rival’s perversely exuberant negativity, schooling him: “We’re not looking for a new national identity.

"But in the absence of that sorely-needed action, the Office of Gun Violence Prevention along with the rest of my Administration will continue to do everything it can to combat the epidemic of gun violence that is tearing our families, our communities, and our country apart,” he said. Democrats largely favor stricter gun laws as a way to reduce deaths from gun violence at schools and in cities across the country. Establishing a new office of gun violence prevention has long been on the wish list of anti-violence advocacy groups that were happy with Biden's record pushing for reforms but wanted the White House do more. White House adviser Stefanie Feldman, Biden's staff secretary, will serve as the director of the office, and gun safety advocates Greg Jackson and Rob Wilcox will join the White House as deputies. “We are so pleased that the Biden administration has officially created an Office of Gun Violence Prevention," said Kris Brown, president of Brady, an advocacy group.

The annual report offers a snapshot of everything from China's nuclear forces to its pressure on Taiwan, a self-ruled island that Beijing sees as its own, and which receives sharp criticism from Beijing. Last year, the Pentagon report predicted China would likely have a stockpile of 1,500 nuclear warheads by 2035 if it continues with the current pace of its nuclear buildup. China's defence ministry responded by saying the U.S. was "gesticulating and absurdly guessing about the modernisation of China's nuclear forces."

In June, it clinched a $6.3 billion debt rework deal with the "Paris Club" creditor nations and its other big bilateral lender China. Another part of the domestic debt plan has faced delays, though, with a key deadline on a Treasury bond exchange delayed three times and now set for Sept. 11. Failure to complete the domestic debt overhaul by then could result in delays both in terms of IMF disbursements and talks with creditors. The government recently agreed to tackle roughly $4 billion of its domestic debt via a pension fund debt swap operation and a dollar-denominated bonds exchange. Cairo has a $3 billion IMF programme and has devalued the pound by roughly 50% since February 2022.
